Tax propositions on October 14 ballot

CADDO PARISH - Voters in northwest Louisiana will be voting on several propositions during the October 14 election.

Early voting for the October 14 election begins on September 30. 

Voters will also decide on the Louisiana State Treasurer's race. 

Below are the parishes and propositions that will appear on the ballot.

 

BIENVILLE:

Consolidated School District No. 33 Proposition

(General Obligation Bond)

Shall Consolidated School District No. 33 of Bienville Parish, Louisiana (the "District"), incur debt and issue bonds to the amount of not exceeding $7,500,000, to run not exceeding 20 years from date thereof, with interest at a rate or rates not exceeding 7% per annum, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with an estimated increase of eleven and seventy hundredths mills (11.70) to be levied in the first year of issue above the 5 mills currently being levied to pay General Obligation Bonds of the District?

 

School District Number One Proposition

(General Obligation Bond)

Shall School District Number One (1) of Bienville Parish, Louisiana (the "District"), incur debt and issue bonds to the amount of not exceeding $22,000,000, to run not exceeding 20 years from date thereof, with interest at a rate or rates not exceeding 7% per annum, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with an estimated 21.25 mills to be levied in the first year of issue to pay said bonds?

 

CADDO:

Fire District Number Five Propositions

Proposition No. 1

(Service Charge)

Shall Caddo Parish Fire District Number Five, State of Louisiana (the "District"), levy and collect an annual service charge not to exceed Seventy-Five Dollars ($75) on each residential and commercial structure, whether occupied or unoccupied, located wholly or partly within the District, pursuant to La. R.S. 40:1502.15, excluding that property annexed by the City of Shreveport prior to the election, for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026 (an estimated $100,275 reasonably expected at this time to be collected from the levy of the service charge for an entire year), for the purpose of fire protection, including emergency medical transportation and all emergency medical services incidental thereto, acquiring, constructing, maintaining and operating fire protection facilities and equipment in and for the District, including paying the cost of obtaining water for fire protection purposes and salaries of firemen and all purposes incidental thereto?

 

Fire District Number Five Propositions

Proposition No. 2

(Service Charge)

Shall Caddo Parish Fire District Number Five, State of Louisiana (the "District"), levy and collect an annual service charge not to exceed Fifty Dollars ($50) on each residential and commercial structure, whether occupied or unoccupied, located wholly or partly within the District, pursuant to La. R.S. 40:1502.15, excluding that property annexed by the City of Shreveport prior to the election, for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026 (an estimated $66,850 reasonably expected at this time to be collected from the levy of the service charge for an entire year), for the purpose of fire protection, including emergency medical transportation and all emergency medical services incidental thereto, acquiring, constructing, maintaining and operating fire protection facilities and equipment in and for the District, including paying the cost of obtaining water for fire protection purposes and salaries of firemen and all purposes incidental thereto?

 

DE SOTO:

Fire Protection District 1 Proposition

(Tax Renewal)

Shall Fire Protection District 1 of the Parish of DeSoto, State of Louisiana (the "District") levy a five (5) mills tax on all the property subject to taxation in the District (an estimated $357,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, for the purpose of acquiring, constructing, improving, maintaining and/or operating the District's fire protection facilities and equipment in and for the District and paying the cost of obtaining water for fire protection purposes?

 

Fire Protection District No. 3 Proposition

(Service Charge)

Shall Fire Protection District No. 3 of the Parish of DeSoto, State of Louisiana (the "District"), assess and collect an annual service charge of Fifty Dollars ($50.00) from persons owning residential or commercial structures, whether occupied or unoccupied, located wholly or partly within the boundaries of the District (an estimated $160,000 reasonably expected at this time to be collected from the levy of the service charge for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, which shall be used for the purpose of paying the costs of any fire protection services and emergency services incidental thereto provided by the District, and, for purposes of assessing and collecting said service charge, owners shall be charged for each residential or commercial structure which they own; each housing unit within a multiple dwelling structure shall be considered a separate structure; and a mobile home, as defined in R.S. 9:1149.2, shall be considered a structure, all as provided in R.S. 40:1502.16?

 

Parishwide Proposition

(Tax Continuation)

Shall the Parish of DeSoto, State of Louisiana (the "Parish"), levy a special tax of one and twenty-six hundredths (1.26) mills on all property subject to taxation in the Parish (an estimated $852,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, for the purpose of maintaining and operating the DeSoto Parish Courthouse and Courthouse Annex, said millage to represent a twenty-four hundredths of a mill (.24) increase over the 1.02 mills tax authorized to be levied through the year 2017 pursuant to an election held on February 9, 2008?

 

Town of Logansport Proposition

(Sales and Use Tax Renewal)

Shall the Town of Logansport, State of Louisiana (the "Town''), be authorized to continue to levy and collect a tax of one percent (1%) (the "Tax") (an estimated $140,000 reasonably expected at this time to be collected from the levy of the tax for an entire year) upon the sale at retail, the use, the lease or rental, the consumption, and storage for use or consumption, of tangible personal property and on sales of services in the Town, all as defined by law, for a period of twenty (20) years from and after March 1, 2018, with the proceeds of the Tax (after paying the reasonable and necessary costs and expenses of collecting and administering the Tax) to be dedicated and used for any corporate purpose, authorized by the laws of the State of Louisiana, and shall the Town be authorized to fund the proceeds of the Tax into Bonds for the purpose of constructing, acquiring and improving capital improvements for the Town to the extent and in the manner permitted by the Laws of Louisiana, including Sub-Part F, Part III, Chapter 4, Title 39 of the Louisiana Revised Statutes of 1950, as amended?

 

Waterworks District No. 1 Proposition

(Millage)

Shall Waterworks District No. 1 of DeSoto Parish, State of Louisiana (the "District"), levy a ninety-nine hundredths (.99) of a mill tax on all property subject to taxation within the District (an estimated $664,000 expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, for the purpose of maintaining, operating and improving the District's waterworks system, including property, equipment and facilities necessary therefor?

 

NATCHITOCHES:

 

Fire Protection District No. 1 Proposition

(Millage)

Shall Fire Protection District No. 1 of the Parish of Natchitoches, State of Louisiana (the "District"), levy and collect a special tax of seven and two hundredths (7.02) mills on all property subject to taxation within the District (an estimated $224,640 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, for the purpose of acquiring, constructing, improving, maintaining and/or operating fire protection facilities and equipment in the District, including paying the cost of obtaining water for fire protection purposes?

 

School District No. 9 Proposition

(Bond)

Shall School District No. 9 of Natchitoches Parish, Louisiana (the "District"), incur debt and issue bonds to the amount of not exceeding $18,600,000, in one or more series, to run not exceeding twenty (20) years from date thereof, with interest at a rate or rates not exceeding six per centum (6%) per annum, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with an estimated 8.5 mills to be levied in the first year of issue to pay said Bonds?

 

RED RIVER:

Parishwide Propositions

Proposition No. 1

(Millage Renewal)

Shall the Parish of Red River, State of Louisiana, levy a two (2) mill tax on all of the property subject to taxation in said Parish (an estimated $472,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of operation and maintenance of the Red River Parish Health Unit?

 

Parishwide Propositions

Proposition No. 2

(Millage Renewal)

Shall the Parish of Red River, State of Louisiana, levy a three (3) mill tax on all of the property subject to taxation in said Parish (an estimated $708,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of operation, preserving and maintaining the public physical facilities owned by the Parish of Red River?

 

Parishwide School Board Propositions

Proposition No. 1

(Millage Continuation)

Shall the Red River Parish School Board, Parish of Red River, Louisiana, be authorized to levy and collect a special tax of five and sixty-two hundredths (5.62) mills on all property subject to taxation within the Parish of Red River, State of Louisiana (the "Parish") (an estimated $1,313,822 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, for the purpose of giving additional aid to the public schools of the Parish, said millage to represent a fifty-seven hundredths of a mill (.57) increase (due to reappraisal) over the 5.05 mills tax authorized to be levied through the year 2017 pursuant to an election held on March 31, 2007?

 

Parishwide School Board Propositions

Proposition No. 2

(Bond)

Shall Parishwide School District No. 1 of the Parish of Red River, State of Louisiana, incur debt and issue bonds to the amount of not exceeding $29,500,000, to run not exceeding 20 years from date thereof, with interest at a rate or rates not exceeding 7% per annum, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with an estimated 9.60 mills to be levied in the first year of issue to pay said Bonds?
