What's on the April 29 ballot?

SHREVEPORT - A number of propositions are on the April 29 ballot.

Voters in Bienville, Caddo, Natchitoches, Sabine and Webster Parishes will be asked to vote on tax propositions. Some of those are renewals and some are new taxes. 

 

BIENVILLE PARISH

North Bienville Fire Protection District Proposition

(Millage Continuation)

Shall North Bienville Parish Fire Protection District of the Parish of Bienville, State of Louisiana (the "District"), levy a six and seventy hundredths (6.70) mills tax on all the property subject to taxation in the District (an estimated $638,900 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of acquiring lands and purchasing or constructing of buildings, facilities, fire trucks or other vehicles and fire fighting equipment of any kind whatsoever and for the maintenance and operation thereof, said millage to represent a ninety-nine hundredths of a mill (.99) increase over the 5.71 mills tax authorized to be levied through the year 2018 pursuant to an election held on March 8, 2008?

 

CADDO PARISH

Parishwide Propositions

Proposition No. 1

(Public Facilities Tax Renewal)

Shall Caddo Parish, Louisiana (the "Parish"), continue to levy a tax of eighty-three hundredths (.83) mills on all property subject to taxation in the Parish (an estimated $1,475,650 reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of maintaining and operating public road systems, parks and recreational facilities, garbage disposal and industrial waste programs, surface water drains and drainage facilities in Caddo Parish, Louisiana?

Proposition No. 2

(Public Health Facilities Millage Renewal)

Shall Caddo Parish, Louisiana (the "Parish"), continue to levy a tax of eighty-seven hundredths (.87) mills on all property subject to taxation in Caddo Parish (an estimated $1,546,760 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2021 and ending with the year 2030, for the purpose of maintaining and operating public health units, mosquito and rodent control units, and animal control facilities throughout the whole of said Parish?

Proposition No. 3

(Juvenile Court & Detention Millage Renewal)

Shall Caddo Parish, Louisiana (the "Parish"), continue to levy a tax of one and ninety-seven hundredths (1.97) mills on all property subject to taxation in Caddo Parish (an estimated $3,502,440 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2022 and ending with the year 2031, for the purpose of maintaining, equipping and operating the Juvenile Court and Detention facilities?

Proposition No. 4

(Courthouse Millage Renewal)

Shall Caddo Parish, Louisiana (the "Parish"), continue to levy a tax of two and seventy-two hundredths (2.72) mills on all property subject to taxation in Caddo Parish (an estimated $4,835,850 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2022 and ending with the year 2031, for the purpose of maintaining, equipping and operating the Parish Courthouse and ancillary offices?

 

Sales Tax District Number One Proposition

(Sales Tax Rededication)

Shall Caddo Parish, Louisiana (the "Parish"), be authorized to rededicate all of the proceeds hereto or hereafter received by the Parish from the levy and collection of the following sales taxes (collectively, the "Sales Taxes") levied within Sales Tax District Number One of Caddo Parish (the "District"), namely (i) the 1% sales and use tax authorized at elections held on November 8, 1988 and May 5, 2007 and (ii) the 1/2% sales and use tax authorized at an election held on March 10, 1992 (an estimated $8,775,000 reasonably expected at this time to be collected from the levy of the Sales Taxes for an entire year), so that such proceeds may be used for the purpose of acquiring, constructing, improving, operating and/or maintaining public streets, roads, highways, bridges, drainage systems, solid waste collections and disposal, waterworks and sewers and sewerage disposal works within the District and shall the Parish be further authorized to fund the proceeds of the Tax into bonds from time to time for any of said capital improvement purposes in the District, to the extent and in the manner permitted by the laws of Louisiana?

 

NATCHITOCHES PARISH

 

Consolidated School District No. 7 Proposition

(Bond)

Shall Consolidated School District No. 7 of Natchitoches Parish, Louisiana (the "District"), incur debt and issue bonds to the amount of not exceeding Seven Million Two Hundred Thousand Dollars ($7,200,000), in one or more series, to run not exceeding twenty (20) years from date thereof, with interest at a rate or rates not exceeding eight per centum (8%) per annum, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with an estimated increase of eleven and fifty hundredths mills (11.50) to be levied in the first year of issue above the 10.50 mills currently being levied to pay General Obligation Bonds of the District?

 

Fire Protection District No. 5 Proposition

(Millage Renewal)

Shall Fire Protection District No. 5 of the Parish of Natchitoches, State of Louisiana (the "District"), levy a special tax of seven and nineteen hundredths (7.19) mills on all property subject to taxation within the District for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027 (an estimated $134,374 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of acquiring, constructing, improving, maintaining and operating the District's fire protection facilities, including equipment and paying the cost of obtaining water for fire protection purposes?

 

Parishwide School Sales Tax District Proposition

(Except the Town of Campti)

(Sales Tax)

Shall School Sales Tax District of the Parish of Natchitoches, State of Louisiana, (the District) consisting of all the territory within Natchitoches Parish except that territory within the boundaries of the Town of Campti as presently constituted or may be constituted in the future, be authorized to levy and collect a tax of one-half percent (1/2%) (the "Tax"), in perpetuity, from and after July 1, 2017, upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and on sales of services in the District, all as defined by law (an estimated $3,136,125 reasonably expected at this time to be collected from the levy of the tax for an entire year), with the proceeds of the Tax (after paying the reasonable and necessary expenses of collecting and administering the Tax), to be dedicated and used for school system purposes including the payment of salaries and benefits of teachers and other school system personnel?

 

SABINE PARISH

Parishwide Proposition

(Millage Continuation)

Shall the Parish of Sabine, State of Louisiana (the "Parish"), levy a one and sixty-seven hundredths (1.67) mills tax on all the property subject to taxation in the Parish (an estimated $288,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of acquiring, constructing, improving, maintaining, operating, providing and/or supporting an animal shelter for or on behalf of the Parish, including facilities, equipment, services and programs provided by the Sabine Humane Society, Inc., said millage to represent a seventeen hundredths of a mill (.17) increase over the 1.50 mills tax authorized to be levied through the year 2018 pursuant to an election held on November 4, 2008?

 

Road District No. 11, Ward 10 Proposition

(Tax Continuation)

Shall Road District No. 11, Ward 10 of Sabine Parish, Louisiana (the "District"), levy a twenty-five and sixty-four hundredths (25.64) mills tax on all the property subject to taxation within the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $403,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of constructing, improving, maintaining and/or repairing public roads and bridges in the District, including ditching and drainage therefor and purchasing of equipment therefor, said millage to represent an eight and ninety hundredths mills (8.90) increase over the 16.74 mills tax authorized to be levied through the year 2018 pursuant to an election held on February 9, 2008?

 

Road District No. 16, Ward 2 Proposition

(Tax Renewal)

Shall Road District No. 16, Ward 2 of Sabine Parish, Louisiana (the "District"), levy a ten and two hundredths (10.02) mills tax on all the property subject to taxation within the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $115,230 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of constructing, improving, maintaining and/or repairing public roads and bridges in the District, including ditching and drainage therefor and purchasing of equipment therefor?

 

Road District No. 17, Ward 4 Proposition

(Tax Renewal)

Shall Road District No. 17, Ward 4 of Sabine Parish, Louisiana (the "District"), levy a ten and forty-one hundredths (10.41) mills tax on all the property subject to taxation within the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $358,960 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of constructing, improving, maintaining and/or repairing public roads and bridges in the District, including ditching and drainage therefor and purchasing of equipment therefor?

 

Road District No. 18, Ward 1 Proposition

(Tax Continuation)

Shall Road District No. 18, Ward 1 of Sabine Parish, Louisiana (the "District"), levy a ten and ninety hundredths (10.90) mills tax on all the property subject to taxation within the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $168,950 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of constructing, improving, maintaining and/or repairing public roads and bridges in the District, including ditching and drainage therefor and purchasing of equipment therefor, said millage to represent a sixty hundredths of a mill (.60) increase over the 10.30 mills tax authorized to be levied through the year 2018 pursuant to an election held on February 9, 2008?

 

Road District No. 20, Ward 9 Proposition

(Tax Continuation)

Shall Road District No. 20, Ward 9 of Sabine Parish, Louisiana (the "District"), levy a twenty-two and sixteen hundredths (22.16) mills tax on all the property subject to taxation within the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $70,910 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of constructing, improving, maintaining and/or repairing public roads and bridges in the District, including ditching and drainage therefor and purchasing of equipment therefor, said millage to represent a ten and forty-three hundredths mills (10.43) increase over the 11.73 mills tax authorized to be levied through the year 2018 pursuant to an election held on November 4, 2008?

 

Road District No. 9, Ward 3 Proposition

Shall Road District No. 9, Ward 3 of Sabine Parish, Louisiana (the "District"), levy a ten and twenty-five hundredths (10.25) mills tax on all the property subject to taxation within the District for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028 (an estimated $217,430 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of constructing, improving, maintaining and/or repairing public roads and bridges in the District, including ditching and drainage therefor and purchasing of equipment therefor?

 

Wards 1 and 2 Fire Protection District No. 1 Proposition

(Millage Renewal)

Shall Wards 1 and 2 Fire Protection District No. 1 of the Parish of Sabine, State of Louisiana (the "District"), levy a ten and twenty-four hundredths (10.24) mills tax on all the property subject to taxation in the District (an estimated $263,680 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of constructing, improving, maintaining and operating fire protection facilities for the District, for purchasing, operating and maintaining fire trucks and other fire fighting equipment and emergency equipment and paying the cost of obtaining water for fire protection purposes and for salaries of firemen for the District?

 

WEBSTER PARISH

Cotton Valley School District No. 12 Proposition

(Millage)

Shall Cotton Valley School District No. 12 of Webster Parish, Louisiana (the "District"), levy and collect a special tax of five (5) mills on all property subject to taxation in the District (an estimated $139,590 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026, for the purpose of providing additional support to public schools in the District, including acquiring, constructing, repairing, improving, maintaining and/or operating schools and school related facilities, equipment and programs for the District?
