Mayor Glover: Shreveport's waste collection system most dysfunctional in the country

Thursday Mayor Cedric Glover called Shreveport's waste collection system the most dysfunctional in the country.

Dozens of city workers filled Riverview Hall to discuss the possibility of pay raises. The mayor says raises won't happen overnight. He outlined the budgets for 2014 and 2015.

Several workers say they left the meeting disappointed. All agreed more revenue is needed to ensure every city worker receives a salary hike. Some recommended increasing trash fees or sales taxes.
