The final arrest has been made in the second round of indictments stemming from the abuse and prostitution scandal at Shreveport Fire Department’s Station No. 8.

Just minutes before 2 this afternoon, SFD Assistant Chief of Operations James “Tommy” Carpenter turned himself in at Caddo Correctional Center.

Thursday morning, a Caddo Parish grand jury handed down two sealed indictments, and warrants were issued for the arrests of two high-ranking SFD officials.

The first indictment was unsealed just after noon Thursday when SFD Chief Craig Mulford turned himself into authorities at Caddo Correctional Center, and the second was unsealed this afternoon when Carpenter surrendered.

Mulford was booked into the Caddo Correctional Center on a secret indictment warrant charging five counts of malfeasance in office. Bond for each count was $5,000. Carpenter’s bond is $10,000.

The indictments are related to the abuse and prostitution scandal at Shreveport’s Fire Station No. 8 revealed last summer.

Seven firefighters were investigated for playing cruel pranks on two mentally challenged men who spent time at the station, five were arrested. Four of the five arrested also are accused of of paying a prostitute to have sex with one of the men.
