He met with business leaders at the Texarkana Chamber of Commerce.
The Democrat up for re-election says Arkansas is a manufacturing powerhouse and too many jobs are being shipped overseas.
Pryor also said he'd like to see more people getting a higher education, but realizes it can be too expensive.
"That is where student loans and pell grants and things like that come in," said Pryor. "I am a big supporter of those things, I believe education opens the door to opportunity."
Pryors' jobs legislation includes denying tax breaks for U.S. companies that move overseas, bringing U.S. jobs back home and helping rural states recruit overseas companies.
