Convicted sex offender on the run

An arrest warrant has been issued for Frank Morgan, 65, charging him with one count of Failure to Register and Notify as a Sex Offender.

Earlier this month Polk Co. authorities contacted the Bossier Sheriff's Office stating they made contact with Morgan, whose current address is listed in Cove, Arkansas, and discovered he had failed to register as a sex offender. 

Investigators later learned that Morgan had resided in various locations in Bossier Parish from 2002 to 2013, including Benton Road, Cattleman's Trail and possibly Fairfield Ave. in Shreveport. 

Morgan was initially charged with 12 counts of Indecent Behavior with Juveniles in 1995 for inappropriate sexual contact with 12 girls in Rapides Parish. He then plead guilty a year later to three counts of the same charge and ordered to register as a sex offender for 10 years.
