A new task force report urges halt to controversial NSA data collection. Steve Handelsman has more.

An independent U.S. privacy board issued a new report Thursday sharply disagreeing with President Obama on the National Security Agency's surveillance programs and calling for bulk phone logging by the NSA to stop.

The Privacy and Civil Liberties Board investigated the NSA collection of phone data known as the "215 Program" and concluded it was both "illegal and ineffective".

"The results of the program have been limited, falling far short of the highly desirable outcome promised for it," said board member James X. Dempsey.

The program uncovered no new terror plots, though some members found it was helpful in already ongoing investigations.
