Benton Police Chief Charles Pilkinton tells NBC 6 News that J Bell, 19, of Haughton, was arrested on November 8th after police were contacted by a worker at Miss Holli's Child Development Center on Burt Boulevard.

The worker told authorities she witnessed the incident, and when officer responded they discovered surveillance video which showed Bell dragging the child by the leg.

According to a booking report from the Bossier Sheriff's office, Bell was also seen on video pulling another child by one arm in an aggressive manner on an earlier date.

Pilkinton says Bell was booked into the Bossier Sheriff's office jail the day of her arrest on two counts of cruelty to a juvenile.

Bell posted bond later that day and remains free pending her initial court appearance.
