Deputies have arrested a man after he was accused of neglecting his horses.
Jesse Reese, 59, was arrested Saturday in Monroe.
According to the Ouachita Parish Sheriff’s arrest report, deputies were dispatched to an animal complaint.
The complainant said two horses were in a pasture with no food, water or shelter. Once deputies arrived, they saw two horses with neither food nor shelter. Rib bones of the animals were clearly seen due to poor health.
Several empty buckets were seen with dried dirt lying inside the barrels, indicating no water had been in the buckets for several days.
Animal control was dispatched to the scene and as the animals were being taken into their custody, Reese arrived on scene.
Reese became irate stating “Y’all always doing this to me” along with other comments.
Deputies attempted to explain the law to Reese and de-escalate the incident, but Reese continued to be irate and stated his animals were being taken care of.
Reese was placed under arrest and booked into the Ouachita Correctional Center on one count of cruelty to animals. His bond has not yet been set.
