SPD clears confusion over arrest of businesswoman


A post shared on a neighborhood crime watch Facebook page, sparked outrage over the arrest of a local businesswoman.  Now the Shreveport Police Department wants to put the rumors to rest.

On Tuesday, Penny Ryan was arrested for possession of schedule one narcotics with intent to distribute and booked into the Caddo Correctional Center.

According to Cpl. Marcus Hines 1,100 grams of marijuana was seized from Ryan.  He says the arrest comes after an ongoing investigation into illegal narcotics being sold out of a business operated by Ryan.

“We were getting tips in from different sources saying that there was suspicions that illegal narcotics were being sold inside that business.  Those suspicions turned out to be true.”

Hines says the evidence tested positive for THC, the main ingredient found in marijuana.

“Marijuana is still illegal in Louisiana and that is what was located in that business.  Be aware of the laws in your state concerning whether it’s CBD oil, whether it’s marijuana or any other substance that may be questionable.  Because when you start to talk about CBD oil, it’s not regulated by the Food and Drug Administration, so you have multiple vials of this substance, you may have some that contain a large amount of THC and some may contain none.”

KTAL/KMSS visited Ryan at her business, Cannabis With Love, which has since reopened.  She told us she wasn’t ready to comment about her criminal case.
